The AU's labour migration framework gains binding protocols on recruitment standards, aiming to protect the continent's fast-growing migrant workforce.

The framework establishes a continental register of licensed recruiters and a mutual recognition system for complaints, giving origin states leverage they have lacked in bilateral negotiations.
